Effects of Emigrations: Brain Drain, Brain Gain and development

Este artigo analisa criticamente três aspectos: a) se emigração de pessoas altamente qualificadas (Brain Drain) dos países em desenvolvimento dificultam efetivamente o desenvolvimento dos países de origem; b) se o impacto negativo produzido pela emigração é compensável com as remessas geralmente enviadas; c) se o retorno da migração qualificada (Brain Gain) é uma solução da falta de emprego que a crise econômica contribuiu a exacerbar, evitando o estabelecimento permanente de migrantes nas sociedades de imigração e em seus mercados de trabalho, justificado elo facto de que o retorno a migração qualificada é a melhor maneira de contribuir desenvolvimento social do país de origem./SPAN>

Title: Effects of Emigrations: Brain Drain, Brain Gain and development

This article critically examines three aspects:a) whether emigration of highly skilled people (Brain Drain) from developing countries effectively hamper the development of countries of origin; b) if the negative impact produced by the emigration is compensable with the shipments generally sent; c) whether the return of qualified migration (Brain Gain) is a solution to the lack of employment that the economic crisis has contributed to exacerbate, avoiding the permanent establishment of migrants in immigration societies and their labor markets, justified by the fact that the return of skilled migration is the best way to contribute to the social development of the country of origin.
