O artigo investiga as relações que envolvem o Estado e um grupo de favelas que receberam uma Unidade de Polícia Pacificadora (UPP), no marco das transformações motivadas pelos megaeventos em que está inserido o Rio de Janeiro. O Morro do Borel e demais favelas que formam o perímetro da UPP Borel, na Tijuca, Zona Norte da cidade, são o ponto de partida para uma análise sobre diferentes aspectos da “pacificação” e seus desdobramentos no cotidiano dos moradores.

Title: The politics of pacification and the contradictions in producing a safe city

The article attempts to be an original contribution to the recent studies regarding the tensions between the State and the favelas where the Pacification Police Units (UPP) have been deployed, as one of the public actions within the framework of transformations motivated by the international events in Rio de Janeiro. The Morro do Borel and the nearby favelas, which jointly compose the perimeter of the UPP Borel in Tijuca, a neighborhood in the North Zone, are the starting point of analysis towards the different aspects of the “pacification” process and its unfolding on the everyday lives of the residents.
