The State that produces the informality: the case of the Housing Set of Manguinhos within the ambit of the PAC-Favelas

O Programa de Aceleração do Crescimento (PAC), criado em 2007, chegou às favelas do Alemão, Manguinhos, Rocinha, Pavão/Pavãozinho e Preventório, todas na Cidade do Rio de Janeiro, sob o apelido de PAC-Favelas no ano seguinte. Em Manguinhos, em sua dimensão territorial ampliada, diversas obras de urbanização, construção de equipamentos públicos e unidades habitacionais foram anunciadas. Falta de transparência pública, ausência de participação social efetiva e uso eleitoreiro das obras são marcas da intervenção. Neste artigo, o foco será a análise em torno da produção do informal, de certa forma induzida pelo Estado, como regra nos conjuntos habitacionais construídos pelo PAC./SPAN>

Title: The State that produces the informality: the case of the Housing Set of Manguinhos within the ambit of the PAC-Favelas

The Growth Acceleration Program (PAC), created in 2007, reached the favelas of Alemão, Manguinhos, Rocinha, Pavão / Pavãozinho and Preventório, all in the city of Rio de Janeiro, under the nickname PAC-Favelas the following year. In Manguinhos, in its enlarged territorial dimension, several urbanization works, construction of public equipment and housing units were announced. Lack of public transparency, absence of effective social participation and electoral use of the works are marks of intervention. In this paper, the focus will be the analysis around the production of informal, to some extent induced by the State, as a rule in the housing estates built by PAC.
