Este artigo dialoga com o debate sobre a condição de cidadania de adolescentes em conflito com a lei. Nesta medida, dialoga com atores do Estado e da sociedade civil, problematizando suas atribuições como promotores e operadores do direito, bem como reprodutores de valores e práticas, nem sempre em concordância com os preceitos legais. Aborda as dificuldades decorrentes do falso conflito entre a responsabilização e a proteção dos direitos, apresentando três argumentos para o debate: o protagonismo invertido dos adolescentes pobres em virtude da sujeição criminal, o dilema da cidadania inacabada e seletiva e o argumento ambíguo da incompletude institucional. Finaliza apontando iniciativas que estão sendo implementadas com o objetivo de fortalecer a articulação e integração das instâncias públicas governamentais e da sociedade civil na efetivação dos direitos humanos de adolescentes envolvidos na prática de ato infracional.

Title: We are all offenders

This paper takes part in the debate about the citizenship of children in conflict with the law. By doing so, it seeks to dialogue with governmental and non governmental actors, questioning their duties as prosecutors and law enforcement officers, as well as responsible for reproducing values and practices, not always in accordance with the legal statements. It discusses the difficulties arising from the false conflict between accountability and rights protection, introducing three arguments to the debate: the reversed role-model of poor adolescents because of their criminal identification, the dilemma of selective and unfinished citizenship, as well as the ambiguous argument of institutional incompleteness. Finally, it indicates that initiatives are being implemented with the objective of strengthening the coordination and integration of public governmental bodies and civil society in the realization of human rights of young offenders.
